SUMMARY

The Program Manager serves as the Government’s primary POC for this effort and shall be authorized to report on the status of and direct all activities and staff under the PWS tasks. Implements, manages and controls all program directives related to the entire lifecycle of the contract to include coordinating the efforts of stakeholders to include subcontractors and key internal/external teams. Establish processes and assign appropriate resources to effectively administer the requirement. Responsible for successful project implementation. Ensures the timely accomplishment of all specified requirements and works with senior management to establish program priorities. Operates the program according to established policies/procedures and within stipulated budgetary confinements.

Must maintain a Secret clearance which requires U.S. Citizenship.

ESSENTIAL REQUIREMENTS

Must maintain a Secret clearance which requires U.S. Citizenship.

Master’s degree in Business Administration and fifteen (15+) years’ experience in DoD acquisition and financial management is highly preferred, or Bachelors of Arts in Program Management and eighteen (18+) years of experience in DoD Acquisition and Financial Management.

Project Management Professional (PMP) Certification preferred.

KEY DUTIES AND RESPONSIBILITIES

Essential Duties and responsibilities include the following.  Other duties may be assigned.

Responsible for running multiple projects within a given customer base. Serves as a focal point and provides program management guidance and expert support for the contract.  Responsible for overall assignment of work, management of personnel, financial budgets, as well as all operations and technical aspects for the successful completion of the contract/program requirements.

Serve as the Government’s primary POC for this effort and shall be authorized to report on the status of and direct all activities and staff under the PWS tasks.

Establish processes and assign appropriate resources to effectively administer the requirement. 

Ensures compliance with all contractual requirements. Serves as primary point-of-contact with government contract staff for reporting project status. Ensures timely response for all communications and deliverables.

Possesses and exercises general knowledge of all technical and management areas of the contract.  Acts as a technical advisor and implements processes and procedures for effective program management. Ensures responsiveness and negotiates submitted proposals with the Contracting Officer Representative (COR). Provides expert consulting on strategic planning, project management methodologies, and the creation of high-level briefing materials.

Organizes, directs, and coordinates the planning and production of all contract-related projects and support activities including those of subcontractors. Ensures program goals and objectives are set and that all related program responsibilities/projects are assigned, completed on-time and within budget. Monitors progress and resolves any identified issues affecting successful project/program completion.  

Demonstrates knowledge of contract analysis, contract compliance, document processing, quality control, database management and records management. Oversees the development of work breakdown structures, charts, tables, graphs, major milestone calendars and diagrams to assist in analyzing problems and making recommendations. Makes certain that results are documented. 

Exercises supervisory personnel management responsibilities. Develops program management competencies through training and coaching. Provides guidance to Project Managers. Acts as an advisor to program areas regarding projects, deliveries and operations.

Receives executive level guidance on improving the performance of business.

Demonstrated ability to develop and apply comprehensive solutions to client requirements/issues and to work with a wide range of government departments having diverse business needs, interests, expectations and requirements.

Ability to implement effectively “best-in-class” concepts/principles within the areas of planning, scheduling, budgeting and operations for successful achievement of project goals and objectives.

Plans and oversees projects through the use of project management software tools and methodologies.

EDUCATION AND EXPERIENCE

The estimated pay range for this role is $170K to $200K, with the final offer contingent on location, skillset, and experience.
